It was founded as the National Committee for the Freedom from Hunger Campaign of the Food and Agricultural Organization of the United Nations (FAO) in 1962. WHH is non-profit, non-political and nondenominational. It has operations in about 38 countries worldwide (Asia, Africa and Latin America). WHH has been operating in North Darfur, Sudan since 2004 implementing humanitarian assistance projects as well as developmental projects with its country office located in Khartoum. WHH receives its funding from the Federal German Government, the European Union, USAID/OFDA, the United Nations and many other worldwide recognized donors. Within the scope of its project SDN 1190, WHH received funding from WFP and is seeking to install Nutrition Centre for its two offices in Mellit and Kutum localities in North Darfur State. Interested bidders must be registered and holders of valid construction permit issued by the Government of Sudan. The bidders must also be in possession of a qualified technical team which is able to perform the desired work perfectly and to the required technical standards. The bidders must be in possession of relevant equipment as well as technical and competent staff capable of undertaking the rehabilitation work as specified in the BoQ (Annex VII). The works are divided into lots. Where works have been divided into lots, the tenderer may submit a tender for several or all the lots. Each lot will form a separate contract and the quantities indicated for different lots will be indivisible. The tenderer must offer the entire quantity or quantities indicated for each lot. Under no circumstances will tenders for part of the quantities required be taken into consideration. Contracts will be awarded lot by lot, but Welthungerhilfe reserves the right to choose the most favourable overall solution taking account of the discounts offered. The specification of the concerned lots can be found in the BoQ attached to this tender invitation document. Bidders may alter or withdraw their bids by written notification prior to the deadline for submission of the bid document. No bid may be altered after this deadline. Withdrawals must be unconditional and will end all participation in the tender procedure. Any such notification of alteration or withdrawal must be prepared and submitted in writing before the deadline. The outer envelope must be marked ‘Alteration- or ‘Withdrawal- as appropriate. No bid may be withdrawn in the interval between the deadline for submission and opening of bids and the expiry of the tender validity period. Any correction of information must be clear and is to be confirmed by signature, specifying the date. The following are the general terms of the contract: ▪ The execution of works must be per the technical specifications shown in the BoQ and must respect the norms and standards valid in Sudan. If national standards do not exist, relevant international standards or rules, i.e., those issued by UNICEF, will be applied. ▪ Welthungerhilfe will assign a representative (WASH Engineer) to follow up and supervise continuously the works. The remarks of Welthungerhilfe must be considered. ▪ Every modification of the contractual works or the time schedule must be confirmed in writing, in the form of contract annex(es), amendments or modifications. Verbal arrangements are not valid unless accompanied by writing within three (3) days of issuance of such an instruction. ▪ The contractual time schedule must be followed. Occasional rain, bad weather, holidays, and other issues must be considered when the Contractor sets up his time schedule. The same applies to technical problems with the vehicles and/or rehabilitation equipment. Such factors will not be accepted as reasons for delay. ▪ The Contractor will respect the rules of security on site. He will be fully liable in case of accidents, damages etc. to his staff, workers and/or third parties. At night, the site must be protected as well.
